"I do not want to reincarnate on Earth even though my karmic cycle is not complete, can I do that?"

You are not bound to do anything you don’t want to do. Not even karma has a hold over your ability to exercise freewill. You are at liberty to use your freewill to make that decision, but most likely you will choose to reincarnate. The decision to reincarnate or not is made out of unconditional love absent from fear, sorrow, or dread. When you physically die your awareness expands and this life is viewed from a greater and more understanding perspective. The issues that seem so major and unfair are understood more fully and things tend to make sense when looking at your life with a broader awareness.
It’s definitely possible to elect not to continue your reincarnation cycle but that also means removing yourself from certain ties to soul groups that you’ve grown so accustomed to incarnating with. More than likely if you experience a lifetime that contains a substantial amount of trauma the more common scenario would be to have a longer resting period between your next incarnation. It’s not a law per se but if you harbor any bitterness or resentment towards any particular incarnation, you will more than likely reincarnate again.
