If by Heaven you mean the Afterlife, yes. There is no judgment there. A killer and their victim have agreed to that circumstance without question. 

Both are teachers in their own right both of which are playing different roles. Both of which are helping give the other and the families involved an emotional experience and there is no judgment as to who is right and who is wrong.

When either experience their life review, they can also trade places and experience the other’s vantage point for further learning. Judgment as to right and wrong is an Earthly paradigm. This is hard to understand from an Earthly standpoint and probably one of the most controversial topics indeed.
