If by “Heaven” you are referring to the spirit world, then yes, there is no judgment there. In the spirit world, a killer and their victim have mutually agreed to that circumstance, without judgment. Both serve as teachers, playing different roles that contribute to each other’s growth. They provide emotional experiences not only for themselves but also for the families involved. There is no moral judgment about who is right or wrong.
During a life review, each may even choose to switch perspectives and experience the other’s vantage point for deeper understanding. The concept of judgment—determining right from wrong—is an earthly paradigm. This is difficult to grasp from an earthly perspective and is indeed one of the more controversial topics to explore.
